An International Commercial Air transport Permit is an aviation document granted for commercially operated, non-scheduled journeys. A non-scheduled journey is a commercial air transport service performed as other than a scheduled journey.
Aircraft operators conducting the following:
a) Passenger charter flights;
b) Cargo charter flights;
c) Combined passenger-cargo flights;
d) Non-scheduled flights for the carriage of individuals (sometimes referred to as on-demand air taxi service). These are flights not operated according to a published schedule but sold to individual members of the public. They fly authorized routes but only make stops at en-route points where there is traffic to be set down or picked up;
e) Aircraft operators contracted solely for the purpose of non-scheduled air transport on the basis of remuneration;
f) Aircraft operators contracted ad hoc, to maintain the schedule of other Scheduled Carriers during a period of the latter’s inability to provide such services of which they are, at the time, licensed to provide.
g) Aircraft operators who conduct commercial medical flight operations.
International Commercial Air Transport Permit applications must satisfy the requirements of 3 (three) divisions of the Trinidad and Tobago Aviation Authority- the Department of Air Transport Economic Regulation, the Department of Safety Regulation and the Aviation Security Department (AvSEC). By submitting all the under mentioned documents and ensuring their accuracy and validity, you will reduce the amount of time required for processing a permit.
NOTE:- It is not permitted to advertise, through any medium, for the sale of tickets or to sell tickets for charters or other non-scheduled fights between two or more places, of which at least one is in Trinidad and Tobago, without first attaining an International Commercial Air transport Permit for the operation or without first attaining approval in writing from the Trinidad and Tobago Civil Aviation Authority to conduct such advertisements or sales.

2. Download, complete and sign the ( Schedule 9 Form (International Commercial Air Transport Permit) application form.
3. Via Trinidad and Tobago Civil Aviation Authority web portal or via email, submit application form along with copies of the following required documents (Submission of paper copies are NOT necessary).
i. Operations Specifications Required. * Note “The Approved Areas of Operations” as stated on the Ops Specs e.g. Part B050 MUST include either Trinidad and Tobago or the islands of the Caribbean
ii. Name and contact of Operations Manager and Quality Assurance Manager
iii. Air Operator’s Certificate
iv. Certificate of Insurance
v. Aircraft Certificate of Registration
vi. Aircraft Certificate of Airworthiness
vii. Journey Permit Security Requirements – signed and stamped and initialed where applicable
viii. Evidence (in the form of an official letter on company’s letterhead) for:
(a) Maintenance (if scheduled) while in Trinidad and Tobago
(b) Ground Handling (if applicable)
(c) Weight and balance Operations Specifications Required for a Permit
(d) Dangerous Goods
ix. Any other documents requested by the Authority
x. Fees for Permits
